Add a License

Problem/Motivation

General projects on drupal.org do not prepackage license files into code repositories like it does for modules. This recipe package should define a license in it's composer.json file and a license file.

In Drupal CMS, we copied Drupal core's license and license file into each of the recipes.

Proposed resolution

Determine which license you would like to have.
Apply the license information to the composer.json and a file.
