Evaluate Artisan and VLSuite for EP site theming

Problem/Motivation

The lack of a provided theme has been cited as a challenge for event organizers wanting to adopt the Event Platform.

Proposed resolution

This recent article about the Artisan theme highlights the ability to customize the theme within the Drupal admin UI, as well as use the VLSuite to create custom layouts, building on top on Layout Builder.

We could adopt at least Artisan as a recommended standard theme, and potentially extend it, for example by creating specialized SDCs.
