Content editor missing view any unpublished content permission

I was able to reproduce the bug reported.
After the implementation of the content moderation state, it seems more appropriate to grant the 'Content Editor' role permissions to edit, view, and update unpublished content and transition it to another state.

This is also related to 📌 Update default content to add moderation state Active , because after changes from 📌 Create Basic Content Publishing recipe Active , the homepage is now unpublished. That is causing logged-in users (except admin) to 403 (because the reason in the IS) and logged-out users to redirect to login form.

@diwakar07, I'm in the middle of addressing this one because it blocks some performance-related work that @catch is doing. I should have assigned it to myself. Sorry for the confusion!
