Ngrok host replacement doens't always work in a multisite environment

Problem/Motivation

When generating a PDF for a domain that's different from the active domain, the Ngrok host replacement doesn't work. This can happen in a multisite environment or when using the Domain module.

Proposed resolution

Extract the host from $page_url instead of the current request.
