The site in question runs D10.3.10, PHP 8.3, … and was updated in every which way.
However, having installed Google Tag 2.0.7 my tag G-xxxxxxx works fine on the site in question.
It also works when COOKiES is active, without the COOKiES g_tag submodule active.
The Google cookie check is happy, everything's fine.
Once I activate the COOKiES g-tag submodule, happiness ends. And it's impossible to get the gtag shown in the header. I put it "always active", and I removed the "consent necessary" flag not to interfere with Googles tag checking, but to no avail. I had all the settings of COOKiES at their default values without any success. I also installed that patch which was said to help in certain cases, but nope.
To get the gtag working and seen by Google's tag verification again, I have to de-install COOKiES gtag AND Google Tag modules, and after re-installing Google Tag, tag verification works.
In previous versions of this module, I could get it going using a GA tag, but since we converted all GA tags to G or GTM tags COOKiES refuses to insert the snippets to the pages.

Maybe it's just something I'm missing -- but it has to be well hidden as I'm dealing with this problem for quite a while now. But as the module seems to work for a lot of sites, I suppose it's something which could be fixed by proper documentation.
