Configure block visibility fields have the text "Not restricted" appended

Problem/Motivation

All the field titles have the text "Not restricted" appended in the Visibility section of configure block page.

Steps to reproduce

Install drupal-cms release candidate in ddev
go to block layout
configure any block
All the fields in the visibility section have the text "Not restricted" added
