Sanitize migrated filenames using file settings

As of Drupal 10.2, site owners can configure settings to sanitize the filenames of uploaded files. See https://www.drupal.org/node/2972665 →

It would be nice if files migrated with this module could sanitize migrated filenames according to those same settings.
