The example usage instructions include disabled ones

Problem/Motivation

When the assistant is buidling its message it gets usage instructions from the agents action. Currently that is giving back all of the instructions, not just the enabled ones.

Steps to reproduce

Enable one agent
Turn on logging
Send something
See all agents usage instructions

Proposed resolution

Only show the active agents usage instructions
