Problem/Motivation

If consent has been given via cookie, do not set persistence: memory. Currently we always set this and then each time call cookie creation in JS. This may have negative side-effects. Let's better not set memory at all in that case.

Now we saw the negative side-effects in 🐛 With posthog_cookies enabled there's no session, all visits are new Active
