Change zipball to put drupal cms in subdirectory

Problem/Motivation

The other day we had a user problem with probable unzipping of the drupal cms zipball in an existing directory, see https://www.drupal.org/project/drupal_cms/issues/3493354 πŸ› Remove .ddev directory from composer create-project Active

It's really important that people unzip into a new directory, but this problem would be prevented if the top-level directory were included in the zipball

Steps to reproduce

Try unzipping the current zipball into your home directory and `ddev start` :)

Proposed resolution

Package the zipball so drupal-cms is inside a top-level directory, maybe called drupal-cms. The the unzip would create a drupal-cms directory and inside that there would be a .ddev directory and vendor directory
