Create opinionated Site recipe for camp events

Problem/Motivation

Currently the event platform is focused on providing the capabilities needed to manage an event like a Drupalcamp. As such, it isn't really opinionated about more general aspects of a site's overall configuration, like pathauto settings.

Proposed resolution

Provide an optional Site recipe that camps or other organizations can use as a starting point when creating a new website intended to use the event platform. Such a recipe could draw inspiration from Drupal CMS in order to identify and carry forward best practices, such as:

- Pathauto configuration for all content types and taxonomies, including those provided by core
- Gin as the admin theme, along with companion modules
- Metatag configuration and other SEO optimizations, including the Redirect module
- Antibot and other security and anti-spam measures
- Webform, Webform Views Integration for collecting and display other kinds of data
