Add a tour for the "Privacy policy" page

Problem/Motivation

At the moment the privacy policy page is only an unpublished placeholder, as a reminder to the need for the site owner to createa proper privacy page. Due to the varying legal requirements across the globe and the individual requirements for every site owner it is impossible to provide any legal template that is airtight covering all odds.

Proposed resolution

The idea is to create a Tour for the privacy policy page that provides instructions as well as links to additional resources across several tips. So site owners dont have to do too much research, and are also aware about the importance of this page. During 🌱 Weekly Meeting Minutes (26th Nov. 2024) Active the attendees also ideated, if it would be possible with recipes and the installer in the future, it would be desirable to have bespoke tours for the different legal regions across the globe. Which tour gets installed would be based on the default country on admin/config/regional/settings.

    I think this would have to be postponed (as are all other issues that involve Tour) until Tour is ready for re-inclusion in Drupal CMS, no? Please un-postpone if I'm mistaken about that.

    yeah on one hand you are right, but our thought was even though the tour module is currently not included in drupal cms anymore, but since it is planned to be reincluded in the future, so it shouldnt prevent us from already loosely working on the an initial outline for a draft without any deadlines nor time constraints. so from my point of view it would be ok either way, keeping it postponed or making it active again, we could simply start collecting points in the google sheet.
