Permissions to the ui_icons_picker cannot be set without the ui_icons_library enabled

Problem/Motivation

It looks like the ui_icons_library needs to be enabled in order to set permissions to use the ui_icons_picker.

Steps to reproduce

Try setting permissions for a user role without ui_icons_library enabled.
Try masquerading as a user and access the ui_icons_picker without the ui_icons_library enabled.
