A11y: view header and footer are inside tablist div

If a Views Accordion display has a header or footer configured in the views UI, the header/footer is inside the div that has role="tablist".

Our accessibility consultant has advised me that this is an issue, because only elements with role="tab" are allowed in a tablist.
