Improve workflow transition to allow multiple different directions

Problem/Motivation

In some cases seems Amazon SP can return orders back to different states
InvalidArgumentException: The transition "planning" is currently not allowed. (Current state: "processing".)

InvalidArgumentException: The transition "cancelled" is currently not allowed. (Current state: "processing".)

We need to ensure that those are valid
