Eventually we will have it to where you click "New page" and the entire page is auto generated with sample content, then you just quickly edit the things in place, but for now we still have the regular initial step where you create the page with the edit form. Let's make the behavior configurable as to what happens with the tools when you first visit a page. For instance if you are creating a landing page on a Layout builder controlled page, when you first land on the page, enter Edit mode, Activate the Layout tool, and open the Place block sidebar.
