This is a drupal core issue.
Similar to https://www.drupal.org/project/drupal/issues/2773591 🐛 New contextual links are not available after a module is installed Needs work
Only new blocks added have contextual links for managing attributes

Workarounds from 🐛 New contextual links are not available after a module is installed Needs work :
- The user's permissions change
- The user opens a new browser session
- The user logs out and in.
Once I logged out and logged back in, I was able to see the "Manage Attributes" contextual link.
