Allowed icon packs on icons field are not being set

Problem/Motivation

While running 10.3.9 using the UI Icons Field, I can't seem to limit the allowed icon packs.

Steps to reproduce

  1. Create an icon field with multiple icon packs installed
  2. Limit the field to only allow one icon pack
  3. Test the field out using the icon picker or autocomplete and see that multiple packs are available
