Add option to select heading level for accordion item

The heading for an accordion item is marked up in the module's twig to always be h4.

Because a USWDS Accordion block won't always be below h2 and h3 headings in the semantic hierarchy of a Gutenberg page, it would be useful to have an option for the block in the Gutenberg editor's UI to select the heading level, h2-h6.
