drupal/default_content dev-2.0.x requires drupal/core ^9.1 || ^10 || ^11

No more support for Drupal ~8 or Varbase ~8
Also no more support for Drupal ~9 or Varbase ~9.0.0 with Drupal 9
Only supporting Varbase ~9.1.0 and Drupal ~10.0.0

You may try to lock the Default Content to an older DEV version
Have a look at the composer.lock file for Varbase 8.8.12

As a TEMP in step to update to Varbase ~9.1.0

try "drupal/default_content": "2.0.x-dev#1b71f729cb3dab927df29deba5c22c1f0c14e6fd", in the root composer.json for the project
