Add a token to show the enabled services in privacy policy (plus link to change the cookie settings)

Problem/Motivation

We have something similar in COOKiES. Very helpful and powerful: https://git.drupalcode.org/project/cookies/-/blob/2.x/cookies.module?ref...

Additionally, I think we should provide a simple "Manage cookies" link to open the cookie settings as token.
