I think this is won't fix. If you need to run cron more than hourly, it is recommended that you do it from outside of Drupal, via a cron daemon or other task scheduler system. The automated cron module has some downsides: it runs after pages are generated and so there is no guarantee it will run on time, or at all, if the site does not receive traffic for a certain amount of time. It also ties up the webserver for longer than is necessary, which if it is configured to run every minute may be significant.
