Review Klaro module as alternative (and maybe join forces)

Problem/Motivation

Just found https://www.drupal.org/project/klaro → - let's review it and check if it might be a (better future) alternative for COOKiES and joining forces might make more sense than a 2.x rewrite.

Klaro looks good to me and the points made at https://git.drupalcode.org/project/drupal_cms/-/wikis/Architecture-Decis... are solid.

I'd vote to let the users decide: 1. Let's finish 2.0.0 with Svelte lib 2. Let's add an optional migration path as submodule, like eu_cookie_complicance does (we may copy that one as basis).

So who wants to keep COOKiES can do that and who wants to switch, can also do that easily.
