Problem/Motivation

The config form errors with :
src/Form/UserRegisterNotifyAdminSettingsForm.php
Method Drupal\Core\Form\ConfigFormBase::__construct() invoked with 1parameter, 2 required.

Steps to reproduce

Go to /admin/config/people/user_register_notify/settings

Proposed resolution

Fix the form passing one more parameter to the parent. Since support for Drupal 9 has been dropped this is completely safe.

Basically ConfigFormBase now takes two arguments for the constructor

The warning in the phpstan (next major) was already warning about it
