Currently Drupal CMS uses the focal point widget when adding adding an image through the media_library form mode, which is employed within the media library modal, but not if someone adds an image at /media/add/image.
On a fresh install of Drupal CMS, apply the drupal_cms_image recipe. Go to /media/add/image and upload an image. Observe that the focal point widget is not used.
Use the focal point widget for the default form mode as well.

@mandclu thanks for reporting. The prototype code for this recipe is still used in the current version of Drupal CMS.
