Drupal 11 Compatibility fixes for User Email Verification

Verified MR !6 in Drupal 10 and Drupal 11, functionality is working as expected and upgrade status is showing compatible with Drupal 11 and no error found.

Moving this to RTBC.

What is the rationale/logic behind the changes in the .info.yml file ? Wouldn't this break BC (backward compatibility) to D8 and D9 ?
