Add recent content view + block to the welcome dashboard

Ideally this could be a new display on the content view from core.
But AFAIK we don't have config actions for views yet?

Couple of small things in the code but otherwise this seems fine. There are no config actions for views yet because views are just a giant mess that are very hard to edit in a coherent way, let alone write usable config actions for. It's a major bugaboo.
