Don't use weight in tour.libraries

Problem/Motivation

Discovered in 🐛 Uncaught (in promise) TypeError: l.el is undefined - Tours do not work in Drupal 11 Active but tour.js started loading last in 11.1, need to figure out why without using weight

Steps to reproduce

Remove weight from tour.libraries
Make sure to be on 11.1
Noticed tour doesn't work
