Vocabulary list changed from form=>html list if no 'administer taxonomy' acc

If no taxonomy_access_fix vocabulary list page is always a form if the count of vocabularies greater than one.
taxonomy_access_fix make the vocabulary list page from form=> html list page if no 'administer taxonomy' permission.
This is not suitable if site manager:

  1. Clone a route from entity.taxonomy_vocabulary.collection
  2. Don't give 'administer taxonomy' permission
  3. Make some custom change to form taxonomy_overview_vocabularies by hook_form_FORM_ID_alter().
