When all fields are deleted, new taxonomies don't get the fields

Problem/Motivation

Now that it is possible to delete the fields, it could be that on some site one would end up deleting all the fields.

Now, when they create a new vocabulary, they would end up not having the fields being automatically added to the new vocabulary.

Steps to reproduce

Install AbT
Let's say you have only a tags vocabulary
Remove the allowed_users and allowed_roles from the tags vocab
Create a new vocabulary

You'd expect the fields to be there for the new vocabulary, but they're not.

Proposed resolution

Detect when the configuration has been deleted and either recreate it, or reload it.
