The patch from the MR looks good and resolves this issue for us.

When source language have sections move into other region and then re-translated, the component no longer shows up translated page.
* Translate the content with some region in nested sections
* Translate the content in any language
* Go back and edit the source language
* Drag sections to other sections.
* Re-translate the language again
* Note that the content for the move content is missing.
* Reset the layout builder value instead of trying to fetch the translated content and replace their blocks with the translated one initially until it's saved.
