How to limit first contact to a specific role ?

On my website I have users with the role "Female" and others with the role "Male".

I want the users with the role "Female" to start the discussion (they contact first).

Users with the role "Male" cannot contact users with the role "Female", but they can reply.

So the role "Female" must initiate the discussion.
