Upgrade library to last compatible library version

Problem/Motivation

The last compatible version after testing on Drupal of the library jackocnr/intl-tel-input seems to be https://github.com/jackocnr/intl-tel-input/releases/tag/v18.5.3

As version 19 is introduced react and it breaks the dropdown.

Proposed resolution

Require version 18 on the composer JSON and update the documentation.
