Check for administrator tracking in gtm_page_top

Problem/Motivation

In #3150793: Permission to use the module → we've added the choice to track/not track administrators using the site.

This has been implemented in gtm_page_attachments() for the JavaScript-snippet, but not in gtm_page_top for the <noscript tag>
