If a menu link is set to be displayed without the text, it isn't possible to see what the menu link actually is from the menu admin page.
Add an icon to a menu link.
Set the icon to be displayed "without" the text.
The theming change should only affect when the menu is displayed inside a block, not the admin UI.
Work out how to do this.
Setting a menu item to display "without" the text will still show the link's label in the admin UI.

Of course you can write a custom module with the hook page alter to insert the cdn icon bootstrap library, or add the cdn library directly to any admin theme you want. Or wait for Drupal 11.1 core support icons, I can support this feature.
