Restore or remove templates

Problem/Motivation

Some time in the last 2 years the template files were no longer updated for all changes and files were placed directly in the auto-generated php folder.

A note from @andypost on Slack when asked if there was an issue discussing problems with the templates stated

There was no issue, it was just a fast workaround

• Discuss what the actual problems with the current template system are and why a 'fast workaround' was used bypassing the template system.
• Discuss if we wish to use the template engine or if we want to move to a full manual docker image creation.
• Depending upon above either remove the templates from the repo along with the warning to not edit files, or restore the template engine to the build process and add controls to the build process (either remove the generated files and have the build system create them from the template files, or have the build system validate the template files match the template generated config)
