Only base accessible menu disclosure menus can use optional key support

Problem/Motivation

Optional key support is an option that shows up on the menu when using Disclosure Menu or Top Link Disclosure Menu. Currently it only shows up if it is a base accessible-menu variant of the menu- the Bootstrap 5 Disclosure Menu and Top Link Disclosure Menu options do not get optional key support.

Proposed resolution

Alter the logic for when optional key support shows up to include all disclosure menus.
