Hero Centered Component Refactors

Problem/Motivation

Some issues with the hero centered component have popped up in the QA process.
- CTA links field is showing a label and appearing as an unstyled list.
- Background image jumps unless tabbed content is the same.
- Wide multi-colored borders should touch the edges all the way to at least 1920px screen width.

Steps to reproduce

- Create a test landing page and add hero-centered.
- Make at least two tabs and add an uneven amount of content.
- Add multiple cta items.
- Save and observe the component at several screenwidths.
