[1.0.3][1.1.0] Remove constraint in .info.yml on ui_patterns_settings

Problem/Motivation

In certain conditions, in some drupal installs, the version of modules is not available in their info.yml files.
this is the case when modules have been downloaded from the "source", the information added by drupal packager in the info.yml file is not present.

In those conditions, such websites (can download ui_suite_dsfr theme by composer) but cannot install ui_suite_dsfr because the missing version in info.yml file forbid the installation of the theme.

Let's remove the constraint in info.yml file and let composer constraints play their role?
