No objections at the code level but I have an organization question: is the purpose of drupal_cms_dashboard solely to provide the Welcome dashboard?
If it is, then I feel quite strongly that it really should not be a separate recipe. It should be merged into drupal_cms_starter. The welcome dashboard is contextual and I don't predict it having much use outside of Drupal CMS. (Although if the demand materialized, we could always split it out later.)
That is a @pameeela question, so assigning to her for input.

My point in #6 is a bigger discussion that I need to have with Pam, and does not block this issue in any event. So, approved and will merge when tests are green.
