How to use Symfony Mailer with Workbench?

Problem/Motivation

I am trying to use Symfony Mailer to send my Workbench emails. I have seen, I was able to add a Policy for Workbench email under the Policy tab. I set this to cover All subtypes.

But when ever I trigger a transition email, I see get this message error :
"Email sending skipped: Send aborted by hook_mail().."

My Policy looks like:

Workbench email *All* Wrap and convert

There's nothing special in this module w.r.t mail delivery so I'm not sure what the issue is.

Is there perhaps something setting 'send' = FALSE on the mail?

Hi, well, there is a setting within the Policy tab, for "Skip sending" - I don't have this set for the Workbench emails, but it does feel like a clue. I keep experimenting....
