Ignore config workspace support if wse_config is not installed

If wse_config is not installed, it doesn't make sense to toggle a workspace selection and an attempt to save configuration to a workspace.

Actually, I think we are are already doing the proper thing here. We check the plugin type WorkspaceAwareJobItem::acceptTranslation and re-import the translation into the correct workspace or non-workspace as needed.
