Add Drupal 11

Problem/Motivation

Add Drupal 11 and 10.3 to the list of available target versions.

Steps to reproduce

1. Go to admin/reports/updates/upgrade
2. Open the dropdown "Check upgrade status to version"
3. Version 11 or 10.3. are not available.

Proposed resolution

Add Drupal version 11.0.x and 10.3.x to the drop down list.
