Get notification when you create a Topic or Event in the community

Problem/Motivation

According to Current implementation of activities → you should be able to get a notification when you create an event or topic.

When I look at the Create Topic message template the Notifications activity is selected but it does not create the message in the node authors notification center.

Steps to reproduce

Create a topic
Run cron
Get message in Home stream "You created a topic" with topic teaser
No message in Notification stream
