1. Created a custom content entity type FAQ, used multiple versions, and did not create _field_data and _field_revision tables.
2. Add an entity reference field field_faq to the node entity and associate it with the FAQ entity.
3. In the views management interface/admin/structure/views/nojs/add-handler/content/page_1/relationship, associate the field_faq field,

Please update the steps to reproduce starting with installing Drupal, so others can duplicate the bug, because this seems unusual and I think there are other factors leading to the bug that are not shown.
Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to our policies.
