Limit 0 for select dropdowns is not respected

Problem/Motivation

Setting "Number of results" to 0 for "Select (Active tags)" form widgets doesn't show all available terms in the drop down. But according to the description of the setting it should: "The number of suggestions that will be listed. Use 0 to remove the limit."

Steps to reproduce

Setup a term reference using the "Select (Active tags)" widget for the form display. Set "Number of results" to. Go edit a node and see that the dropdown stays empty.
Set the "Number of results" in the form widget to anything above 0 and the limit will be applied correctly.

Proposed resolution

It's an issue with the frontend javascript, so fix the code in active-tags.js.
