Create a user success table for a new Accessibility issue tracking module

Problem/Motivation

A key part of the accessibility tools track proposal is a new module that can manage the auditing of each piece of content created in a Drupal CMS.

There is no clear plan yet regarding the functional scope or the exact user interface for the Accessibility issue tracking module. To move forward with this issue, an outline and a vision need to be defined.

Proposed resolution

A user success table should be created, which will contain a list of users who might use such a module.

It will identify their intent, what functionality it will require and potentially what it might look like.

Details can be discussed in the comments, to be able to agree on the user stories that will populate the table.
