Add global LMS settings

Problem/Motivation

Currently there are many parameters that could have different default values on different platforms. This included LMS Course fields and LMS Reference Course Lesson data items. We should have global settings to control default values for those settings and possibly if those elements should be displayed or not at all in favor of the default value being applied to potentially minimize the UI.
