Rename the base recipe to drupal_cms_starter

Due to the nature of our subtree split method of distributing our components, we cannot call the base recipe drupal_cms. That's this project, where development takes place in a monorepo. The base recipe has to be pushed to its own standalone repository under a different name.

After some discussion amongst the track leads, we have settled on the clear-but-unexciting name of drupal_cms_starter, because it is a starter kit that ties all the component recipes together. Nobody's jumping for joy over it, but nobody hates it either. As @tim.plunkett observed - a true compromise.
