Avoid duplicate whitelist suggestions

Problem/Motivation

If ReadOnlyFormSubscriber::getEditableConfigNames() and ReadOnlyFormSubscriber::getConfigTargetNames() return the same config-name, the warning in the UI shows duplicates.

Steps to reproduce

Navigate to /admin/reports/updates/settings.

Proposed resolution

Avoid duplicate entries in ReadOnlyFormEvent.
